It covers what to do while something is actually happening — to you, or to someone you can see it happening to — and where each kind of harm gets reported, which is often not the platform it happened on. The second half is about the part of the problem that belongs to everyone posting rather than to the people running the service.

It names the standard it measures against and says plainly that most services meet none of it. That includes the one this company runs: the piece carries a line saying nothing in it should be read as a claim that the author's own platform clears that bar. Writing about safety while running a platform is only worth doing with that sentence in it.
